What Is NYC Local Law 144?
NYC Local Law 144, effective July 5, 2023, is the first US law to mandate independent bias audits for AI hiring tools. The law requires employers and employment agencies that use AEDTs in New York City to: conduct an independent bias audit within one year of use, publish audit results on their website, notify candidates about AEDT use, and allow candidates to request alternative selection processes. Audits must calculate impact ratios for race/ethnicity and sex categories using either historical data or test data.
